If your Jutsu list does not bare the seal of approval, that means that it has not been checked with and/or Okayed by the sannin and kages in the village.

ONLY ANBU AND HIGHER CAN PLACE THE SEAL OF APPROVAL ON JUTSU LISTS. OTHER NINJA CAUGHT APPROVING THEIR OWN SHIT WILL BE DEMOTED....Happpyz day ya'll :3

Incase you live in a hole, this is apparently the seal of approval, thanks to Rion.
